The City of Antwerp did not take objections into account

From August 23 to October 21, 2021, a public inquiry was conducted into the RUP Pelikaanstraat. Residents, companies and the diamond sector submitted a total of 221 written objections. These were often strong in terms of content, but with the exception of a few details, these objections were not taken into account. The RUP was approved by the city council at the end of April 2022.

What is going on?

A plan by the city of Antwerp (RUP Pelikaanstraat) that does not take into account the needs of the neighborhood.

 

Between the Central Station and the City Park are waste areas, a city cancer. The city of Antwerp has a regional development plan (RUP Pelikaanstraat) to do something about this. Unfortunately, this plan was paid for by a real-estate developer and also mainly tailored to the needs of this company, without taking into account the needs of the neighborhood. With the following consequences.

- The request to annul the RUP Pelikaanstraat was submitted to the Council of State (supreme administrative court) on the 16th of August 2022 by eight local residents. The Diamond sector also submitted a request for annulation.

- In the meantime, the city has submitted a reply as a 'defendant'. With a file of almost 50 pages, they try to undermine our arguments. Our lawyer is currently working on a rebuttal to be submitted no later than mid-February 2023.

- There is no timeline for the verdict yet. Such procedures can take a while. But who knows, in 2023 we can say that we have won the procedure before the Council of State. Then we can really get to work for a new Diamond District on a human scale.

- Four students from the University of Antwerp (UA) made an alternative plan for the RUP Pelikaanstraat and gave an interview about it with the newspaper Het Laatste Nieuws. Great work, students!!! You can read the interview here.

Local residents have found each other...

Disappointed that the city has made no attempt to dialogue for the past 6 years, local residents joined forces.

​

As residents, we want:

  • Neighborhood green.

  • Pure air.

  • Real public space.

  • Maximum space for cyclists and walkers, with a soft connection between Central Station and Stadspark.

 

That is why we asked students from the University of Antwerp to help us make better designs, in order to draw up the outlines of a real plan for the future. For a neighborhood of the future. Departing from the needs of the neighbourhood, not from a real-estate developer.

and go for appeal to the Council of State

Because residents and local businesses in the Diamond District were never involved in the plan and because the plans of the real-estate developer are disastrous for the quality of life of the neighborhood and its wider environment, we as local residents are going to the Council of State to have this plan abolished. To be able to finance this expensive procedure, we are looking for help.
